Studied at Trinity College, Cambridge. Called to the Bar in 1854, becoming a QC in1866. Entered Parliament in 1868 as Liberal MP for the city of Oxford. Was Chancellor of the Exchequer under Gladstone. Became Leader of the Opposition in 1893 on Gladstone’s retirement.
