Born into a well-to-do family Lower studied at Westminster School and Christ Church Oxford. He practiced as a doctor, but is remembered for his researches, some conducted with Robert Hooke, on the role of the lungs, pulmonary and cardiovascular physiology, differences between venous and arterial blood, and pioneering experimental work on blood transfusion.
