Educated at Leeds University. Became an MP in 1922 and deputy of the Labour Party in 1935. Was outspoken in his views against appeasement. Appointed to the British War Cabinet as Minister without Portfolio by Winston Churchill in 1940. Became Lord Privy Sea in 1945. Resigned from the Government in 1947 but remained Treasurer of the Labour Party.
