He studied at Oxford and was called to the Bar in 1899. He entered Parliament as a Conservative in 1906, becoming Attorney General (1915-19) and Lord Chancellor (1919-22). He played a major part in the Irish settlement of 1921 and was created an earl in 1922. As a lawyer he prepared a series of Acts reforming land law and a textbook on international law.
