Born 1781 - Port Morant, Jamaica. Died 1826 - English colonial administrator.

Began as clerk in the London office of the East India Company. Sent to Penang in 1805 as assistant secretary to the Company's resident. Taught himself Malay and within two years was an official translator as well as assistant secretary. Formed a settlement at Singapore to counter Dutch influence in the area, grew into a major trading centre. Also a competent botantist, involved in the establishment of the Zoological Society of London.
