Born 1824. Died 1898 - English social reformer.


Worked in the coal trade before entering Parliament in 1868. Interested in the safety of sailors in the merchant navy being instrumental in the Merchant Shipping Act (1876). Required every ship to have a Plimsoll Mark, below which the vessel could not loaded. Retired from Parliament in 1880.
