Won scholarship to Balliol College, Oxford. Joint secretary of Ministry of Reconstruction in 1917. Left Civil Service disillusioned and published a biography of Edward Gibbon in 1932. Wrote essays on Victorian England, Charles I and Cromwell. Volumes of essays included Today and Yesterday (1948) and Last Essays (1950).
