Educated at the London School of Economics. Entered Parliament in 1959 as MP for Lanark. Had three terms as Minister of Overseas Development; showed strong concerns for the needs of the Third World. Created DBE in 1979 and awarded life peerage in 1988. Retired from parliament in 1987.
