Born 1917 - English politician.


After serving with the Royal Engineers and attaining rank of major, he became MP for Leeds in 1952. During the Wilson government he was Secretary of State for Defence (1964-1970), and later had a stormy time as Chancellor of the Exchequer (1974-79). He unsuccessfully contested the Labour leadership twice but was, however, elected Deputy Leader (1980). He became life peer in 1992.
